Not truly, and worth saying plainly upfront: the free WhatsApp Business App has no API, so it cannot notice a customer's bill was just paid and send a message on its own. What it does have, Quick Replies, broadcast lists and click-to-chat links, gets a one-person shop most of the way there, at the cost of someone still having to tap send.

Set up a Quick Reply for your review link once
Quick Replies are saved shortcuts. Open WhatsApp Business, go to Business Tools, then Quick Replies, and save your review-request message under a short keyword like /review. Type the keyword in any chat and the full message appears instantly, link included.
A message that actually gets used tends to look like this: "Thanks for visiting today! If you have 20 seconds, we'd love a Google review 🙏 [your link]". Specific, short, and it names the ask directly instead of hiding it in a paragraph.
Use a click-to-chat link so staff don't need your number saved in their app
A wa.me link, formatted as wa.me/91XXXXXXXXXX?text=your-prefilled-message, opens a chat with your business number and pre-fills the message, entirely from a browser or a QR code, no saved contact required on either side. Print it on the bill, or have staff tap a saved link on the counter tablet, and the customer sends the first message, which also means they've opted in by messaging you first.
Broadcast lists, for the end of a busy day
A broadcast list sends one message to many chats at once, each customer receiving it as a normal individual message. The catch: it only reaches contacts who already have your number saved, and each list tops out at 256 contacts. For a small shop, this works well as a once-a-day batch send to that day's customers rather than a real-time trigger.
Every method above still needs a human to remember, to tap, and to do it consistently on a busy Saturday when nobody has a spare thirty seconds. That is not a criticism of the free app, it simply was never built to run itself. The moment "someone forgot again this week" starts happening, that is the actual signal you have outgrown it, not a fixed customer count or revenue figure.
What actually changes with the API
The Business Platform (the API) removes exactly one thing from this list: the human step. It notices a visit ended, in your POS or in a simple form, and sends the same message you approved, every time, without anyone remembering to. Everything else, the wording, your own number, the customer's experience, stays identical. Coexistence even lets you run the free app and the API side by side on the same number, so nothing above stops working the day you add it.
Under roughly ten customers a day, the free app's Quick Replies are genuinely enough. Past that, the tax is not the app's fault, it is simply how many things one person can remember to do by hand before something gets skipped.
